ECONOMIC INCENTIVES AND RURAL MIGRATION IN UTTARAKHAND, INDIA: EVALUATING POLICY EFFECTIVENESS, LIVELIHOOD OUTCOMES, AND STRATEGIES FOR SUSTAINABLE REVERSE MIGRATION

ABSTRACT
Migration has emerged as one of the most significant socio-economic challenges confronting Uttarakhand, a Himalayan state characterized by difficult terrain, scattered settlements, limited industrialization, and high ecological sensitivity. Over the past three decades, persistent out-migration from rural mountain regions has resulted in declining agricultural productivity, abandoned villages, labour shortages, demographic imbalances, and increasing regional inequalities. Although migration has improved household incomes through remittances, it has simultaneously weakened rural economies and accelerated the depopulation of several districts. In response, both the Government of Uttarakhand and the Government of India have introduced various livelihood and entrepreneurship programmes, including rural tourism initiatives, homestay schemes, Start-up Uttarakhand, PMEGP, National Rural Livelihood Mission (NRLM), and agricultural diversification programmes. However, the effectiveness of these economic incentives in reducing migration remains inadequately understood.
This paper critically evaluates the relationship between economic incentives and migration in Uttarakhand by examining the benefits, limitations, institutional challenges, and policy gaps associated with existing development programmes. Using recent literature, government reports, and policy documents published so far, the study identifies the principal drivers of migration and proposes an Integrated Sustainable Reverse Migration Framework (ISRMF) for strengthening rural livelihoods. The study argues that employment generation alone cannot reverse migration unless accompanied by improvements in infrastructure, market access, governance, digital connectivity, education, healthcare, and climate resilience. The proposed framework provides a multidimensional policy approach that may support sustainable rural development in Uttarakhand and other mountain regions facing similar demographic and economic challenges.
